Abstract

The objective of the chapter is to illustrate how project success could be evaluated in Public–Private Partnership (PPP) projects using a number of road case studies across Europe. The analysis is based on a Performance Measurement System (PMS) using a step-by-step approach. Herein, 29 performance measures (PMs) and 9 key performance indicators (KPIs) have been considered. Altogether 30 road projects developed in 16 European countries under the PPP model were selected for the analysis from a larger database that also contains projects developed under traditional contracting methods.

This chapter offers a structured methodology to evaluate success and to explore links between different projects’ performance levels and different PPP schemes and provisions. The results are consistent enough to extract recommendations for policy makers involved in PPP projects, based on experiences in Europe; it could be used as a benchmarking tool to compare success both within and across projects.
