Abstract

This chapter will explore: the history of punishment and loss of rights; international guidance and domestic legislation on prisoners’ rights; the Prison Rules 1999 and prisoners’ rights; and Civil rights of prisoners, focusing on one of the most contentious of these rights, enfranchisement.
