Abstract
This paper unpacks unsettled and problematic practices in learning, teaching and leading in three Vietnamese public universities using the narratives of leaders, teachers and students. These accounts contribute to illustrate how the universities are " imagined" to be reformed. These narratives provides vivid examples of " university rush", "teaching workers" and " unconditional autonomy" , reflects the unchanged, accordingly reveals the aspired-to-be-changed for higher education in Vietnam.
